this is how i fix my launching problem:
go to:
- Control Panel
- Programs and Features
- unistall all Microsoft Visual C++ (that what i did, if u will have problem dont do lol)

then:
- go to this directory in ur computer:
- C:\Program Files (x86)\Steam\steamapps\common\total war shogun 2\redist
- u will find this files:
---directx (directory)
---clean_vcredist
---vcredist_x86.exe
---vcredist_x86_90.exe
---vcredist_x86-sp1.exe
1st: run the file "clean_vcredist"
2nd: run the three files "vcredist_x86..." one by one

then restart ur system

If people are interested iv managed to solve this issue. This is what i did.

1 - Open Steam as Admin
2 - go to Programfiles/steam/steamapps/common and DELETE the Shogun 2 files
3 - now in steam "delete local files".
4 - Close steam and restart your PC
5 - Re-install Shogun via steam

That worked for me. Hope it works for you.
