If anyone else is having this kind of problem and nothing seems to work, try this. My game was unplayable, but then I stumbled across this solution deep within a forum.
Run the game, while the game is running open up your Task Manager, go to Processes, there should be a process called "ACBSP.exe" (if not, click on Show processes from all users), right click on it, go to Set affinity, uncheck the last two cores (only uncheck one if you have a dual-core processor), click Ok, then go and set the affinity back to all of the cores.
You'll have to do this every time you run the game, so it can be a little bit of a hassle, but it's the only thing that has worked for me, and it's well worth the extra 30 seconds.
